The records below, which hold references to law students, trainee solicitors and the education and training offered to them, were transferred to the Records of Legal Education Archives (now subsumed into the IALS Archives) by individuals and organisations with a particular interest in legal education, both the UK and abroad. Access: Records of the Council of Legal Education (CLE) and International Law Association (ILA) are closed for 30 years after the last date on file. Records of the Barrow Enquiry (BARR) are closed for 50 years. Some items are closed for 75 years as they contain personal data.  Item descriptions are nevertheless included in this guide as indicative of the various organisations’ work relating to the training and wellbeing of law students. Closed items are designated in red.  

All the records, other than those still closed by direction of the depositors or containing personal data, may be viewed by prior appointment in the IALS Library.  Requests for an appointment to examine any of the records should be made to the Archivist (ials.archives@sas.ac.uk).

Administrative History: the Lord Chancellor's Advisory Committee (ACLEC) was established in 1991 under the Courts and Legal Services Act 1990. The Committee had the general duty of assisting in the maintenance and development of standards in the education, training and conduct of those offering legal services. In the field of legal education and training, its brief was as follows:

  1. to keep under review the education and training of those who offer to provide legal services;
  2. to consider the need for continuing education and training for such persons and the form it should take;
  3. to consider the steps which professional and other bodies should take to ensure that their members benefit from such continuing education and training.

ACLEC was abolished by Statutory Instrument 1999 No.3296.  Its functions were taken over by a new Legal Services Consultative Panel within the Lord Chancellor’s Department.

Association of Law Teachers (ALT): Archives, 1965-2011

Foundation: the Association of Law Teachers (ALT) was conceived in 1965 by a group of law teachers from institutions other than universities who met at Taplow in Buckinghamshire to discuss the particular problems of teaching law faced by such institutions. The following year a steering committee met in London to officially establish the ALT to represent the growing interest in law in Regional Colleges of Technology, further education colleges and schools. Initial funding came from the publishers Sweet & Maxwell. 

Aims: in its Constitution, the objects of the ALT were laid down as follows:

  1. to further the advancement, development, study, understanding, use and reform of the educational aspects of law and its teaching;
  2. to represent and make known the views of its members upon matters relating to or affecting their professional interests as teachers of law;
  3. to establish and support or aid in the establishment and support of associations and institutions calculated to benefit the objects of the Association or the members of the Association or the dependants or connections of such members and to subscribe to or guarantee money for charitable or benevolent objects or for any public, general or useful object;
  4. to do all things consistent with these objects considered by the Association or its Committee to be necessary, conducive or incidental to the promotion of the professional, social or general welfare of its members.

Membership: the present membership of the ALT is drawn from teachers in higher (largely, but not exclusively the new universities), further and tertiary education. It focuses primarily on the pedagogy and andragogy of law, teaching and learning methods and assessment, and fosters research in these fields, including the 1993 and 1997 Harris surveys of legal education (Harris, P and Bellerby, S. with Leighton, P and Hodgson, J, A Survey of Law Teaching 1997, ALT, 1993; Harris, P and Jones, M, "A Survey of Law Schools in the United Kingdom", (1997), The Law Teacher 38). Until about 1990 the ALT was the only representative body for Polytechnic law teachers, and in the 1970s and 1980s it also provided a general forum for discussion of doctrinal legal issues. This remains a subsidiary function.

The Bar Council (BCO): Archives, 1883-1999

Administrative history: The General Council of the Bar (now The Bar Council) was created in 1894 to deal with breaches of a barrister's professional etiquette, something that had previously been handled by the judiciary. Along with the Inns of Court it formed the Senate of the Inns of Court and the Bar in 1974, a union that was broken up on 1 January 1987 following a report by Lord Rawlinson. The Courts and Legal Services Act 1990 designated the Bar Council as the professional body for barristers, with the role as a regulatory body being split off in 2006 to form the Bar Standards Board. Administrative history: The General Council of the Bar (now The Bar Council) was created in 1894 to deal with breaches of a barrister's professional etiquette, something that had previously been handled by the judiciary. Committee of Heads of UK Law Schools (CHULS): Records, 1974-2009

Committee of Heads of UK Law Schools (CHULS): Records, 1974-2009

Biographical/Administrative History: CHULS began its active life as a Society of Public Teachers of Law (SPTL; now the Society of Legal Scholars) committee concerned with specific issues relating to law schools and law teaching in universities. Its first meeting was held under SPTL auspices at IALS on 27th September 1974, when the President of SPTL, Professor C F Parker, was appointed to the Chairmanship of CHULS. At its fourth meeting on 28th November 1975, it was agreed that CHULS should cease to be a committee of SPTL but should be constituted instead as an autonomous body, though close links with SPTL were still to be maintained. CHULS developed initially as a committee whose members represented all law schools in universities financed by the University Grants Committee, which taught a law degree. Representatives of polytechnics, the Inns of Court School of Law and the College of Law were thus excluded. 

In September 1984 the Committee agreed on the desirability of holding joint meetings with the Heads of Polytechnic Law Schools, who had formed their own Committee to represent institutions offering CNAA degrees carrying exemption from the academic stage of professional education. On February 11 1992 a meeting was held to discuss a merger of the two Committees. The merger finally took place on 30 November 1992, with the creation of a newly constituted CHULS consisting of an Executive Committee with powers to appoint sub-committees as required. Membership was open to all institutions currently in membership of the two earlier committees, and other institutions of higher education which were in receipt of funding from a higher education funding council and which offered their own law degrees recognised by the professional bodies as giving exemption from the academic stage of legal education were made eligible to apply.

Officers of the reconstituted Committee consisted of a Chairman, Vice-chairman, Secretary and Treasurer. In 1996 the two latter offices were amalgamated.

CHULS' activities have included gathering information on staff recruitment and student admission procedures, monitoring the impact of Law Society and CLE regulations and of new teaching courses, reporting on funding for legal research and law libraries, examination of copyright on legal materials and provision of advice to bodies such as the Lord Chancellor's Advisory Committees on Legal Education. Some of its findings have been published.

Aims: CHULS sees its role as:

  • representing law schools and their management to the funding councils and other established committees in the legal sector;
  • promoting mutual respect and active co-operation between law schools regionally, nationally and internationally;
  • considering and advising relevant bodies on the structure, development and resourcing of legal education;
  • disseminating information and good practice concerning legal education, assisting in the promotion of good management practice in law schools;
  • liaising with the Association of Law Teachers, the Society of Legal Scholars and other bodies on matters of mutual interest.

CHULS 02: CHULS Working Party on Four Year Degrees - Papers of the Chairman and Secretary, 1978-1980

Administrative history: in November 1978 the Heads of University Law Schools set up a working party to consider the implications of introducing Four Year Degrees in Law under the chairmanship of William Twining, then Professor of Law at the University of Warwick and an active CHULS member. The working party's objective was to gather information about the present situation in the UK and abroad and to make a practical case for the four-year degree.

CHULS 03: CHULS Working Party on Implications for Law as a Discipline of the Leverhulme Report and the Circular Letter from the Chairman of the University Grants Committee No 16/88 - Papers of the Convenor, 1983-1984

Administrative history: in November 25 1983 CHULS set up another working party to prepare a paper on the implications for law as a discipline of the Leverhulme Report and the Circular letter from the Chairman of the University Grants Committee No 16/83, Sir Peter Swinnerton-Dyer, on a strategy for higher education in the 1990's. Professor Twining, then Professor of Jurisprudence at University College London, was appointed Convenor. The working party acted in close collaboration with a parallel working group of the Heads of Polytechnic Law Schools under the chairmanship of Mr Penry Oliver, although the two groups produced separate reports. The CHULS report was published in 1984 under the title Law as an Academic Discipline: a response to the Leverhulme Report and the UGC letter on a strategy for Higher Education into the 1990's.

Administrative history: the Academic Consultative Committee was established by the Law Society’s Training Committee in 1989. It was a joint committee comprising members of the Law Society, CHULS and other law teaching institutions, law teachers, providers of continuing education and trainees. Its terms of reference were to act as a forum for consideration of matters concerning the role of teaching institutions and training providers in relation to the academic, vocational and continuing stages of education and training.

Administrative history: Professor Wikeley was nominated as the first point of contact for the Higher Education Funding Council for England (HEFCE) on Research Assessment Exercises (RAEs) matters by CHULS’ Executive Committee in October 1998. HEFCE was a non-departmental public body responsible for the distribution of funding for higher education to universities and further education colleges in England from 1992. It ceased to exist as of 1 April 2018.

Administrative history: the Council of Legal Education (CLE) was established by Resolutions of the Inns of Court in 1852, following the recommendation that year of a Legal Education Committee of the Four Inns. The CLE was entrusted with the power and duty of superintending the education and examination of students who had been admitted to the Inns and was to consist of an equal number of Benchers appointed by each of the Inns. Five Readerships or Professorships were set up, to each deliver three courses of lectures per year. Students were required to attend a certain number of lectures and to pass public examinations. The examinations were held thrice yearly, in Michaelmas, Hilary and Trinity terms. The CLE was given the power to grant dispensations to students unable to attend all required lectures.

The CLE continued to oversee legal education for the Bar until 1997. In that year the CLE transferred most of its responsibilities and assets to the ICSL. Its responsibility for supporting education and training for the Bar was passed to a new body, the Inns of Court and Bar Educational Trust (ICBET), while its regulatory function was passed to the General Council of the Bar. In 1997 the CLE ceased to operate.

Administrative history: the first Legal Education Committee of the Four Inns (CLE 01/1), established in 1845, recommended in 1852 the creation of a standing Council of Legal Education, resulting in the establishment of the CLE. In 1858 a second Legal Education Committee of the Four Inns (CLE 01/2) was established to reconsider the whole subject of legal education; it produced its report in 1959. In 1863 a Joint Board of Examiners (CLE 01/3) was appointed by the Four Inns to conduct the examination of students previous to admission at any of the Inns. A further Committee of the Four Inns (CLE 01/4) was set up in 1870 to discuss the proposals of the Legal Education Association for the establishment of a University or School of Law. Its report was produced in 1871. The Standing Joint Committee on the Duties and Discipline of the Bar (CLE 01/5), possibly established in 1910 with representatives from each of the Inns, also dealt with regulations for admission of students.

Administrative history: the CLE and its Council were established by the Committee of the Four Inns in 1852. Meetings of the Council were held in one of the Inns of Court until the CLE obtained its own premises. 

Scope and content: the minute books contain minutes of proceedings, including the establishment and amendment of rules and regulations, reports, including annual reports to the Senate of the Four Inns (later the Bar Council) and accounts, lists of students passing examinations and lists of studentships awarded.

Administrative history: in 1958 the CLE appointed a Special Committee to discuss proposed changes in legal education. The Committee was to consist of the Chairman of the BOS, the Director and four CLE members. Its function was purely advisory. Following the production of its final report in 1964 the committee was replaced by the Legal Education Sub-committee. Administrative history: in 1964 the Four Inns authorised a Special Committee on Proposals for Joint Education of both Branches of the Profession to be set up consisting equally of members the Inns of Court Executive Council and the CLE to discuss with the Law Society how far and in what way easier transfer between the two branches of the profession might be facilitated. The Chairman was Mr Justice Diplock. The series includes the report and background papers.

Administrative history: the above Committee, chaired by the Hon Mr Justice Ormrod, was set up in 1967 to investigate the state of legal education and to make recommendations on changes. It made its report in 1971; its recommendations related to the education and training of both barristers and solicitors. 

Scope and content: the series originally comprised one box marked "Ormrod Report 1971: related papers; proposed and actual changes" and a folder marked "a) Diplock Report in Ormrod Style Part II; b) responses to Ormrod Report". Papers include submissions, background papers, discussion papers, correspondence and notes on meetings. Original file titles have been retained. Administrative history: as a result of the Ormrod Committee's report an Advisory Committee on Legal Education was set up in 1972 under the chairmanship of Lord Cross to discuss the Ormrod recommendations. Its terms of reference were to advise both the two branches of the legal profession and the universities and polytechnics engaged in teaching law on all matters affecting legal education and training. In 1976 chairmanship of the Committee passed to Lord Justice Lawton; it later passed to the Rt. Hon Lord Justice Woolf. The Committee was reconstituted in 1987 as the Lord Chancellor's Advisory Committee on Legal Education. 

Scope and content: the papers below comprise the CLE's copies of Committee papers. They have been retained because they are often annotated and contain a considerable amount of CLE correspondence with the Committee. The original order has been retained.

CLE 59: Common Professional Examination Board Records, 1973-1981

Administrative history: two recommendations of the Ormrod Report were that the Academic Stage of education and training for the legal profession should be transferred from the professional schools to the universities and polytechnics and that there should be no need for prospective lawyers to decide which branch of the profession they wanted to follow until a late stage in their education. It was proposed that a Common Professional Examination (CPE) be instituted to deal with the latter problem for those students who had not obtained a law degree. The course was to be taught by the Law Society through the College of Law, whilst the Bar was to cease teaching Part I of the Bar Examinations and transfer teaching to the polytechnics and the City University. Discussions continued under the Cross Committee (see CLE 58), which proposed the creation of a CPE Board to supervise the establishment of the CPE. The first CPE was held in May 1978.

Commonwealth Legal Association (CLEA): Records, 1971-1995

Administrative history: the Commonwealth Legal Education Association (CLEA) was founded during the Fourth Commonwealth Law Conference in New Delhi in 1971.  The idea was initiated by Indian lawyer Dr Laxmi Singhvi, CLEA's first chairman. The Association's objects were to foster high standards of legal education and research in Commonwealth countries: to build up contacts between interested individuals and organizations, and to disseminate information and literature concerning legal education and research.

The CLEA's structure, objectives and functions are set out in its Constitution, adopted soon after its foundation. Membership is open to individuals, schools of law and other institutions concerned with legal education and research. Patrons are appointed from various Commonwealth countries. The affairs of the Association are managed by an Executive Committee, drawn from the Commonwealth regions, which meets annually: its actions are reviewed at 5 yearly General Meetings, the first of which was held in Edinburgh during the Fifth Commonwealth Law Conference in 1977. There is an Advisory Panel in the United Kingdom. The administration of the Association was carried out by a chairman and two secretaries, one in London and one abroad. In 1990 the office of chairman was replaced by a president and executive chairperson (since renamed vice president). The President may be elected from any part of the Commonwealth: the Vice President must be established in the UK. In 1994 a South Asian regional chapter was formed.

Biographical note: William Lawrence Twining (b.1934) has had a long and distinguished career in law teaching and has been involved in many projects relating to legal education. He was educated at Charterhouse School, Brasenose College, Oxford and the University of Chicago. He has been Lecturer in Private Law at the University of Khartoum (1958-1961), Senior Lecturer in Law at University College, Dar-es-Salaam (1961-1965), Professor of Jurisprudence at the Queen's University, Belfast (1965-1972) and Professor of Law at the University of Warwick (1972-1982).

From 1983-1996 he was the Quain Professor of Jurisprudence at University College London. 

He has edited many publications concerning legal education, including Legal Records in the Commonwealth (joint editor with E Varnden Quick), for the papers of which project see the Commonwealth Legal Records Project (CLRP) collection in the IALS Archives.

Administrative History: the Institute of Advanced Legal Studies (IALS) was established in 1946 as part of the University of London. Its aims were "the prosecution and promotion of legal research and the training of graduate students in its principles and methods" (39th Annual Report, 1985/86). Since its inception the scope of the Institute has expanded considerably, with sponsorship of and support for many research projects and the provision of facilities for other research bodies and for conferences, seminars and workshops. The Library provides facilities for academic and research staff and postgraduate research students from universities all over the world, and is one of the world's largest legal research libraries. In 1994 IALS became a major component of the School of Advanced Study.

IALS 26: International and Professional Training Unit (IPTU): records, 1988-1996 

Administrative note: the International and Professional Training Unit (IPTU), aimed at furthering the education of professional lawyers around the world, was active from c.1988-c.1997. Training programmes run by the Law and Development Forum (LDP), the Middle East Legal Practitioners Forum (MELPF), the cross-cultural Continuing Legal Education (CLE) and the Commonwealth Young Lawyers Course (CYLC) were managed by Hilary Lewis-Ruttley under the IPTU umbrella. Several fellowship programmes were also administered by the IPTU, including the Nuffield fellowship, British Council fellowships and the Temple Bar Foundation scholarship.

IALS 26/01: Law and Development Programme (LDP): Papers, 1988-1997

Administrative history: the LDP was established to provide an international centre for interdisciplinary research, professional training, study and information on law and development.

Aims: the aim of the LDP was to establish an international centre for training, research and information on legal issues arising out of relations with developing countries. Training courses included: the Commonwealth Young Lawyers Course, the Law and Development Forum and the Middle East Practitioners Group. The programme and courses were managed by the IPTU.

IALS 26/02: The Commonwealth Young Lawyers Course (CYLC) - papers, 1990-1994

 

Administrative history: the Commonwealth Young Lawyers Course (CYLC) was initially run by the CLEA and was targeted at developing Commonwealth countries, excluding Australia, Canada and New Zealand. The first CYLC ran from Jan – June 1990. It was run by London University, initially by IALS, SOAS and UCL. UCL then withdrew and the course was run jointly by IALS and SOAS and sponsored by the British Council. Hilary Lewis-Ruttley was the IALS Course Director from 1990-1997.

IALS 26/03: Nuffield Foundation Fellowship programme - Hilary Lewis-Ruttley’s papers, 1993-1997

Administrative background: the Nuffield Foundation Fellowship Scheme was intended to “strengthen the capacity of legal and judicial institutions in Commonwealth developing countries, in addressing current problems relating to law and the profession, in particular through indigenous designs for law reform and continuing legal education (CLE)” (see pamphlet in IALS 26/03/01). The programme formed part of the IALS’s law reform and initiatives in professional legal education and was co-ordinated by the IPTU. The first Nuffield programme took place at IALS in 1994 and ran until 1997.

From 1996-97 IALS provided mixed research/training fellowships into law reform and initiatives in professional legal education, also sponsored by the Nuffield Foundation and the British Council and running in tandem with the Nuffield Foundation Scheme.

Biographical note: Hilary Lewis Ruttley (b.1956) was born in Hong Kong. She is a graduate in Law and Anthropology from SOAS and is a Barrister (Inner Temple, 1980). She was Joint Director of Studies at the IPTU at IALS and also the Co-ordinator of academic and practitioner groups based at IALS.

The Law Society (LSOC): Examination Records

Administrative History: The Law Society was founded in London in 1825 as the Society of Attorneys, Solicitors, Proctors and others not being barristers, having been previously established in 1823 as The London Law Institution. It acquired its first Royal Charter in 1831 and a further charter in 1845 established it as an independent professional organisation. The Society has delivered legal education in England since 1835 and has set examinations since 1836. It also has a representational role for the profession. Its regulatory functions were passed to the Solicitors’ Regulation Authority in January 2007.

Access: examination records less than 75 years old are closed under the Data Protection Act 1998. Closed items are designated in red.

This volume is difficult to identify. It is titled "British Guiana Final Examinations {Including Trust Accounts and Book-Keeping}. However, elsewhere trust accounts and Book Keeping form part of the intermediate exams. In addition, on the spine alongside the embossed "British Guiana" written in ball point pen is "Hong Kong". There is no immediate indication in the volume of there being two separate countries as the entries are chronological. Other volumes containing two or more countries generally are clear as to which country is being referred to.

Dr S B (Stan) Marsh, Law Teacher: Papers, 1968-1995

Biographical history: Dr S B (Stan) Marsh (1926-1998) was a barrister and law teacher. After three and a half years' war service in the Royal Navy he graduated B.Com from the University of London in 1949 and Dip.Ed. from Leicester University in 1950; he then taught at Leicester College of Technology from 1950-1956. During this time he obtained his LL.B from the University of London, and was called to the Bar of Gray's Inn in 1958. He was Head of the Commerce Department at Peterborough Technical College from 1956-1958 and Head of the Department of Business and Secretarial Studies at Manchester College of Commerce in 1958. From the latter Department grew the Department of Law, subsequently incorporated into Manchester Polytechnic.

Dr Marsh's first foray into research in legal education was his thesis for a higher degree, for which he was awarded a Ph.D at Leicester University in 1956. This research was later continued in association with Professor John Wilson of Southampton University and then with Dr Julia Bailey, then lecturing at Manchester.

Dr Marsh served as a member of the Lord Chancellor's Committee on Legal Education (the Ormrod Committee) and the Advisory Committee on Legal Education set up by the Inns of Court and the Law Society. He was the founding Chairman of the Association of Law Teachers (ALT) from 1965-1967 and President from 1989-1996.

MARSH 02: Advisory Committee on Legal Education Agenda, Minutes and Papers, 1980-1988

Administrative history: the Advisory Committee on Legal Education (ACLE) was established in 1971 by the Senate of the Four Inns of Court in conjunction with the Law Society. It came into being as a result of the recommendations of the Ormrod Committee, which concluded that communication between the profession and the various Law faculties and departments was inadequate. Its brief was to consult with and advise the Senate of the Four Inns, the Law Society and the universities, polytechnics and colleges of further education on all matters affecting the education and training of candidates for entry to the legal profession. During its lifetime the Committee prepared several reports on legal education. Copies will be found in most Law Libraries.

Dr Marsh was a member of the ACLE from its inception until 1988, representing the ALT. The papers listed below consist of his copies of Committee minutes and papers. Some are annotated.

Records of Legal Education Project (RLEP): Archives, 1994-1998

Administrative History: the Records of Legal Education Project (RLEP), funded by the Leverhulme Trust, ran from October 1994 - May 1998. It was based at the Institute of Advanced Legal Studies and its brief was to:

  • investigate records of legal education housed in selected institutions, primarily in the Greater London area, and report on their availability, accessibility and significance;
  • create a Guide to Records of Legal Education and Law Schools to enable researchers to trace the location of documents of relevance;
  • publish and disseminate its findings to assist researchers in law, the humanities and the social sciences;
  • exceptionally, collect, maintain and make available for research, records of legal education where the creating/controlling agency was unable to make any alternative archival provision. This material was placed in a Records of Legal Education Archives (RLEA) located in the IALS Library. The RLEA has since been subsumed into the IALS Archives.

Research was concentrated on institutions and records in the Greater London area, since this was a) where the highest proportion of legal education material was to be found; b) where the project was physically located. The project's resources were too limited to go further afield.

Scope and content: this series contains the correspondence, with related papers, of the Co-ordinator. It includes correspondence with universities, private educational institutions, repositories, libraries, legal publishers, law firms, legal societies, pressure groups and individuals. Contact was primarily for the purpose of obtaining accurate entries for the Guide to Records of Legal Education and Law Schools, intended as the major achievement of the Project. Papers filed with the correspondence include background information, lists of relevant records and draft entries for the Guide

Standing Conference on Legal Education (SCLE): Minute Book, 1991-1994

Administrative history: following the disappearance of the old non-statutory Lord Chancellor's Advisory Committee, there was no longer any forum in which those responsible for the provision of legal education could discuss matters of common concern; nor was there any regular machinery for communication between the world of legal education and the new, statutory Lord Chancellor's Advisory Committee on Legal Education and Conduct (ACLEC). The then ACLEC Chairman, Lord Griffiths, therefore suggested the creation of a new forum in the shape of a Standing Conference on Legal Education (SCLE) and offered his own services as Chairman; meetings were to be held at ACLEC. Financial support came from the Law Society and the Bar; an elected secretary was to carry out administrative work.

The Conference met six monthly; representatives included both the practising professions and academic lawyers. It consisted of 22 members nominated by the legal profession and by the main providers of legal education; these included the Bar, the Law Society, the Inns of Court School of Law, the Inns of Court and Bar Educational Trust, the College of Law, the Association of Law Teachers, the Society of Public Teachers of Law (now the Society of Law Teachers), the Heads of University Law Schools, the Legal Education and Training Group, the Institute of Legal Executives, ACLEC and the Lord Chancellor's Department. The Conference offered advice and assistance to ACLEC; no formal links between the two were created as the attendance of meetings by the ACLEC Chairman and Secretary rendered this unnecessary.

Following the abolition of ACLEC, the Standing Conference reverted to being under the control of the Lord Chancellor's Dept.

Administrative history: the Society of Public Teachers of Law (SPTL) was founded in 1909 by Dr Edward Jenks, the then Principal and Director of Studies of the Law Society. 

Aims: Rule 2 of the Society states that "The objects of the society shall be the furtherance of the cause of legal education in England and Wales, and of the work and interests of public teachers of law therein by holding discussions and enquiries, by publishing documents, and by taking other steps as may from time to time be deemed desirable" (see SPTL 06: List of Members and Rules 1910).

Since its inception, the SPTL has acted to improve the quality of legal education and research through publishing reports, setting up working parties, putting forward submissions, holding conferences and producing journals and newsletters on matters relevant to legal education. Its representation on the different law teaching bodies in England and Wales has meant that it has operated with great effectiveness as a pressure group for change.

In 2002 the Society of Public Teachers of Law was renamed the Society of Legal Scholars.

Biographical note: William Lawrence Twining (b.1934) has had a long and distinguished career in law teaching and has been involved in many projects relating to legal education. He was educated at Charterhouse School, Brasenose College, Oxford and the University of Chicago. He has been Lecturer in Private Law at the University of Khartoum (1958-1961), Senior Lecturer in Law at University College, Dar-es-Salaam (1961-1965), Professor of Jurisprudence at the Queen’s University, Belfast (1965-1972) and Professor of Law at the University of Warwick (1972-1982). From 1983-1996 he was the Quain Professor of Jurisprudence at University College London. Other activities have included membership of the Committee on Legal Education in Northern Ireland (1972-1974), presidency of the SPTL (1978-1979) and of the UK Society for Legal and Social Philosophy (1980-1983), chairmanship of the Bentham Committee (1982- ) and of the Commonwealth Legal Education Association (1983-1993). He has edited the Law in Context series and the Jurists’ series and has written and edited many publications concerning legal education, including Legal Records in the Commonwealth (joint editor with E Varnden Quick).
